Job Purpose This position is responsible for the coordination of the Process Safety Management program for OQ Bay City and Bishop Plants.
This position leads and/or assists with PHAs and Risk Assessments, is the administrator for the MOC/MOOC program, and also conducts the process safety review for all appropriations request.
It ensures the sites are in compliance with the OSHA Process Safety Management standard and the EPA Risk Management Program.
This position also leads and/or oversees the investigation of incidents and tracks them to closure.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.
Main Tasks and Responsibilities • Lead PSRs and PHAs on new installations and modifications to existing operations.
Track completed PHAs for closure of recommendations.
• Conduct initial/redo/revalidation PHAs as required under OSHA and EPA • Assign or Lead investigations as requested per Management.
• Administer the MOC/MOOC program including managing the software program.
• Review all Appropriations Request and identify process safety requirements.
• Considered the site expert for process safety methodologies including LOPA, HAZOP, Dispersion modeling (PHAST).
• Lead and support site HSE activities.
• SME for the PSM and RMP programs and ensures the sites are in compliance and the RMP’s are up to date.
• Conducts audits of process safety system components meeting Triennial Audits requirements under OSHA and EPA.
Key Interactions: Leads meetings & trainings - Technical group, Operations, Maintenance and EHS department Internal: All departments including EHS, Operations, Maintenance, Lab, Technical, and Process Control, to include, local and international management individuals and teams External: Consultants, regulatory agencies, industry trade groups, trade shows and conferences Notable Working Conditions: Mixture of sitting and standing, office environment, basic field walk through and visual field inspections on equipment installations, revisions or changes per regulatory requirements.
Hazardous process areas and exposed to changing environment conditions.
Education Requirements: BS in Chemical Engineeing or related discipline Language Requirements: English Background and Experience: • Five to ten years engineering experience in plant operations.
• Experience leading PHA’s and Hazop studies.
Familiarity with LOPA, fault tree analysis, quantitative risk assessment and the other methodologies listed above.
• Experience in Root Cause Analysis • Effective oral and written communications skills.
• History of positive results.
